Arsene RUGAMBA is a Contract Management and Procurement Research Specialist at the Rwanda Public Procurement Authority (RPPA). He is a qualified and experienced professional in procurement and supply chain management with more than 16 years of expertise in procurement, contract management, and supply chain operations. He is well-versed in supply chain processes and risks, logistics, contract management, and procurement operations.

Throughout his career, he has contributed to capacity building by conducting procurement research, training staff from various institutions, and mentoring procurement officers through contract monitoring exercises initiatives that have improved compliance and strengthened value for money in public procurement.

Arsene holds a Master’s degree in Procurement and Supply Chain Management from the University of Kigali, and a Bachelor’s degree in Economics from the University of Rwanda. He holds also 4 Level Diploma in Procurement and Supply Chain from the Chartered Institute of Procurement and Supply/ CIPS.

His driving motivation in public procurement is to ensure that public and organizational funds are used efficiently and responsibly, guaranteeing that projects deliver tangible benefits at the best possible cost, in full compliance with the public procurement laws and regulations in force.
