Felix MUBILIGI is a Senior Systems and Network Administrator at the Rwanda Public Procurement Authority (RPPA), with over 10 years of experience managing and securing the ICT infrastructure that powers Rwanda's national UMUCYO e-Procurement System. He is a highly skilled ICT infrastructure professional with extensive expertise in enterprise data center operations, systems and network administration, virtualization, cybersecurity, disaster recovery, and high-availability infrastructure.

Throughout his career, Felix has played a leading role in modernizing the UMUCYO infrastructure by implementing resilient, secure, and scalable technologies that have strengthened the reliability and continuous availability of Rwanda's electronic procurement services. He has successfully led critical infrastructure upgrades, enhanced disaster recovery capabilities, improved cybersecurity, and delivered advanced technical support that has contributed to the efficient delivery of public procurement services nationwide.
