Mr. NAMARA Hannington
Chairperson
Mr. NAMARA Hannington is a Career Private Sector Development Specialist and Managing Director of Equity Bank Rwanda. Prior to joining Equity Bank, Namara worked at Trademark East Africa's Rwanda country program. He previously served as CEO of the Rwanda Private Sector Federation, an umbrella organization that coordinates, promotes and represents the interests of the business community in Rwanda
Mrs. UWIMBABAZI Diane
V/C Chairperson
Mrs. UWIMBABAZI Diane has over 15 years’ experience in Digital Inclusive Finance, Finance Management and Banking. She has also experience in financial inclusion, business development, business planning for corporates, SME financing, auditing and project management.
Diane is currently Banking and Business Development Senior Advisor for the Government Project of Umurenge SACCO (USACCO) Automation, Consolidation and Establishment of Cooperative Bank. The project aims to consolidate 416 USACCO into 30 districts SACCO, develop a Core Banking system and automate the USACCO network as well as establish a Cooperative Bank at National Level as service provider of USACCO.
Prior to joint USACCO project, Diane served for 8 years as Managing Director of RIM (Reseau Interdiocesain de Microfinance), one of big microfinance institution in Rwanda in terms of Asset and Network.
Diane holds a Master ‘degree from Oklahoma Christian University- USA in Business Administration (MBA in Organizational Development and Leadership), Bachelor degree in Economics, Monnaie & Banque.
Mrs. GAFARANGA Brigitte
RPPA Board member
GAFARANGA Brigitte has over 16 years actively engaged in teaching, research and consultancy at University of Rwanda in the department of Marketing and Human Resource Management.
She received a bachelor’s degree in Human Resource Management from Kigali Institute of management and Technology (KIST) and a master’s degree in Project management from Maastricht School of Management –Outreach programmer at school of Finance and Banking. Mrs. GAFARANGA has a postgraduate diploma
Mr. BARISANGA Fabrice
RPPA Board member
BARISANGA Fabrice is the Director General in Charge of Transport. He is a professional engineer with 12 years’ experience in civil engineering with specialty in Transportation. Before joining MININFRA, he served in academic institutions teaching transportation related courses at universities and college. In addition, he worked in private sector both for international and local leading road construction companies in Rwanda. Furthermore, he served in local Non-Government Organization in charge of managing infrastructure construction projects before joining Rwanda Transport Development Agency (RTDA) as Division Manager in charge of Planning and Research.
He seats at the board of Rwanda Public Procurement Authority (RTDA) and has contributed in various international and national task teams; United Nations Statistical Commission/ Task Team on Measuring Rural Access, Member of International Public Sector Accounting Standard (IPSAS) national implementation working group, Member of National Technical Advisory Group for the development of National Land Use Master Plan, National Task Force for Covid-19 prevention, among others.
He holds a Master’s Degree in Civil Engineering with specialization in Transportation Engineering/Pavement Engineering from University of Stellenbosch/South Africa. He obtained his Bachelor degree in Civil Engineering from National University of Rwanda.
Mr. NSENGIYUMVA Silas
RPPA Board member
| NSENGIYUMVA Silas is a Member of Board of Directors of Rwanda Public Procurement Authority (RPPA) since 2018 to date and current Head of Technical Department in ASSETIP. He has been Vice - Chairperson of National Independent Review Panel/ Public Procurement (2010-2013) and Vice - Chairperson of Governing Council of Institute of Engineers Rwanda (2013-2016). He has extensive experience of more than 22 years implementing, Monitoring and Management of Infrastructure projects as well as in Public Procurement operations and trainings. He is a holder of Master of Science in Civil Engineering from Washington International University; “Maîtrise Professionnelle en Planification du Développement” from Institute Panafricain pour le Développement- Afrique Centrale (IPD-AC) and Certified National Trainer in Public Procurement by ITC/ILO and former SFB. |
He is fluent in Kinyarwanda and French, intermediate level in English
Mrs. MUKASHYAKA Drocelle
RPPA Board member
MUKASHYAKA Drocelle is a Member of RPPA Board of Directors since 2018 to date. She is a Holder of Master in Human Resource Management & Marketing, from Indira Gandhi National Open University (IGNOU)/India. She also holds a Bachelor's Degree in Social Sciences from Kigali Independent University and a Diploma in Education and in Management from respectively the University of Rwanda and IGNOU.
Ms Drocelle has over 20 years' professional experience in Tax Education and Tax Compliance Management as well as in Corporate Communication and Customer Experience Management, which 8 years in a Senior Managerial Position at Rwanda Revenue Authority, where she worked as a Deputy Commissioner for Taxpayer Services, from 2012 up to 2020. From January 2021, she is driving her private business. She is fluent in Kinyarwanda, French & English.
