Mr. Jimmy Christian Byukusenge,
Director General of Rwanda Public Procurement Authority (RPPA).
Mr. Jimmy Christian Byukusenge is the Director General of the Rwanda Public Procurement Authority (RPPA) since September 18th, 2025. He is a results-driven strategic leader and operations manager with over 16 years of experience across Government and Private sector.
Before joining RPPA, Jimmy served as Director General of Corporate Services at the Ministry of Education, Corporate Services Division Manager in Gisagara District, Manager of Service, Quality and Compliance/Operations Manager at the former KCB Bank (now BPR Bank), and Deputy Branch Manager at the former Agaseke Bank (now Bank of Africa).
He holds a master’s in business administration (Finance), a master’s in business administration (Project Management), and a Bachelor of Science with Honors in Accounting Sciences. He is also a Certified Public Financial Management Accountant.

| GATARAYIHA USANASE Francine is the Program Manager of e-Procurement – Umucyo System. She holds a Master’s Degree in Information Systems Management from the University of Liverpool, a Postgraduate diploma in ICT Policy and Regulation and a Bachelor of Engineering degree in Electronics and Communications Engineering. She started her career as a software developer in 2003 working for a Silicon Valley company, and later joined the Government where she worked on many ICT Projects in the former Rwanda Information Technology Authority (RITA) and later in Rwanda Development Board as the Division Manager in charge of Software Development. Her keen motivation being to see lives transformed through technology, she has designed tailored and innovative software solutions in a variety of industries. |
Mr. TUYISENGE Henri Jacques
Director of Administration and Finance RPPA
Henri Jacques is a highly experienced professional, having an impressive educational background and certifications in finance and accounting, including an MBA, CPA, and CPFMA. Over eight years, he has honed his financial reporting skills, holding roles such as revenue inspector, accountant, and HR/admin manager. His expertise extends to business operations and management.
As a director of administration and finance, he demonstrated adeptness in overseeing financial operations, budget management, and compliance, leading to improved processes, cost reductions, and enhanced organizational efficiency.
Henri Jacques' dedication, leadership, and track record of success make him a valuable asset to any organization, even in challenging environments.
