Notice to all public institutions:  The Rwanda Public Procurement Authority would like to inform all the public institutions that the new thresholds for the public procurement entities has been published.
We may find it in the ministerial order No 003/09/10/RPPA of 24/06/2009 defining the competence of the Rwanda Public Procurement Authority and fixing the thresholds of competences for the Public Procurement Entities , published in the official gazette of the Republic of Rwanda No 27 of 6/7/2009 on the following websites:

The responsibilities of RPPA include organization, analysis, supervision and monitoring of public procurement; capacity building and professional development in procurement; administering sanctions against violations of the law, creating public awareness of procurement issues and cooperation with regional and international agencies with the same responsibilities.

Background

The Rwanda Public Procurement Authority is a Public body established on February 20, 2008 by the law N° 63/2007 of 30/12/2007. It was created to replace the National Tender Board during a reform process in Public financial management launched by the Government of Rwanda (GoR), in which Public procurement reform was one of the most important components.   The main functions of Rwanda Public Procurement Authority are:

·  to ensure organization, analysis and supervision in public procurement matters;

· to advise the government and other public procurement organs on the policies, strategies and organization of public procurement;

·to monitor activities of public contract award and execution. In this regard procuring entities shall be obliged to provide any information and documentation requested by the RPPA;

· to develop human resources and professionalism in public procurement;

·to develop teaching materials, organize training programs, set required  qualifications for public  procurement professionals;

· to collect and disseminate  procurement information on public procurement;

·to prepare standard tender documents, bid evaluation formats, and other standard documents for use by procuring entities;

·  to suspend or approve the suspension and debarment bidders in public procurement;

· to provide technical support where possible, to public procuring entities;

·  organizing public awareness campaigns on matters related to public procurement; and

· establish relations and cooperate with other regional and international agencies of the same responsibilities.

Implementation of the Principles
Transparency
Public participation in procurement to allow free and fair competition minimizes corruption in the system, creating confidence, credibility, and reflects good governance on the part of the county's leadership.Transparency is practiced through public advertisement in public media, national and international papers of high circulation.
 
Similarly, exhaustive information details about national tenders are posted on public notice boards that are well displayed to the public at the Rwanda Public Procurement Authority Office.
Besides, Information on any aspect regarding past, current and future tenders is readily available on request as a right to the public.This has been intentionally done to enhance public relations ( PR ) for the sole purpose of creating trust, confidence and acceptability.

Economy
 
Public procurement entails efficient use of public funds to ensure value for money, achievable and realizable public programs and projects at minimum cost.
While implementing public policy, competition based and guided by both quantitative and qualitative  criteria is conducted to achieve best quality at minimum.
 
Equity
 
Considerations of equity is an aspect of good  governance where benefits from public resources  are evenly distributed to minimize monopolistic tendencies that may come about due to uneven distribution of capacity and other influencing factors.
In this regard, both the weak and strong private enterprises as well as other beneficiaries in public procurement should be catered for to establish equity.
 
Efficiency to expedite procurement functions is of high essence so as to avoid bogging down implementation of public programs at the expense of transparency.Accountability is an administrative necessity in public administration, more so with regard to public financial management.
 
Decentralization
Public policiy reform has introduced the national policy of decentralization.Employing best practices, procuring entities namely ministries, public institutions, provinces and districts are allowed to use their own resources to implement their obligations.
 
The Rwanda Public Procurement Authority in collaboration with these institutions has helped create and train Internal Tender Councils to conduct public procurement.

The Rwanda Public Procurement Authority shall be competent to award, on behalf of procuring entities, tenders whose value exceeds three hundred million Rwandan francs (Rwf 300,000,000). The management of RPPA shall examine and approve tender documents and evaluation reports for tenders whose value is over two hundred million Rwandan francs (Rwf 200,000,000) but does not exceed three hundred million Rwandan francs (Rwf 300,000,000) submitted to it by the procuring entities.
